Ann Hawpe is a Senior Associate at Herren Associates and leads a cost team of over twenty employees, supporting five different clients, and advises on multiple, complex cost estimating and cost research projects. She has her BS in Industrial and Systems Engineering from Virginia Tech and her MS in Engineering Management and Systems Engineering from The George Washington University. She is a Certified Cost Estimator/Analyst (CCEA(r)) via the International Cost Estimating and Analysis Association (ICEAA) and a LSS Green Belt via the American Society for Quality (ASQ). Additionally, she has her Project Management Professional (PMP(r)) certification from the Project Management Institute (PMI). Ms. Hawpe has experience across five major Department of Navy Programs requiring her to work with senior military officers in managing program issues. She uses her knowledge of Cost Analysis and Lean Six Sigma (LSS) to identify areas of cost savings through process improvements and implements these changes to achieve efficient business processes. She is responsible for developing and delivering comprehensive solutions that apply industry best practices to solve challenges while reducing costs for her clients. Ms. Hawpe is responsible for a range of cost estimating functions – she reviews industry estimates and assumption methodologies; reviews and validates parametric estimating tools and analysis and collection of historical cost data; provides independent Program Life-Cycle Cost Estimates (PLCCEs) or Component Cost Estimates (CCEs) for development, procurement, and operation and support for both new and existing systems; and assists the Government’s monitoring and analyzing of contractor cost and schedule performance reports in order to incorporate necessary impacts in the program cost. Ms. Hawpe also conducts and documents risk analyses to provide confidence intervals, overall risk distributions, and determine likelihood of successful execution within budget; supports briefings and meetings in response to NAVSEA, OPNAV, OSD, and Congressional reviews and inquiries; and provides support for planning, managing, conducting and documenting appropriate Earned Value Management Systems reviews. Ms. Hawpe also advises and mentors the team in ways to reduce Total Ownership Cost (TOC) for the supported programs and in best practices for providing justifiable cost estimates for reviews with senior Navy leadership. Additionally, Ms. Hawpe develops and coordinates training programs to ensure continuity of service offerings and development of staff skills.
