OSD CAPE’s AoA Handbook with LTC Daniel Summers

The Office of the Secretary of Defence (OSD) – Cost Assessment & Program Evaluation’s (CAPE) Analysis of Alternatives (AoA) Cost Estimating Handbook provides a wide range of cost estimators a guide that brings together existing guidance as well as new material in order to aid with the planning, execution, presentation and documentation of the analysis required to support multiple aspects of an AoA.

The guide focuses primarily on AoAs conducted in support of Major Defense Acquisition Programs (MDAPs), the information may also be useful for conducting AoAs in support of any Adaptive Acquisition Framework (AAF) pathway.

The guide offers best practices from past AoAs, affordability and life cycle cost analysis guidance, and an annex that explains how to calculate the fully burdened cost of fuel. This guide is meant to be adaptive through regular updates in order to continue to prove cost estimators with relevant best practices.

LTC Daniel Summers will introduce and discuss the AoA Cost Estimating Handbook at this Luncheon event.

LTC Daniel Summers

LTC Daniel Summers is an Army Officer with 10 years of operations research experience. Dan has a master’s degree in Operations Research from the Air Force Institute of Technology and a bachelor’s degree from the United States Military Academy at West Point.
