Software Cost Estimating – Friend or Foe (to Agilists)? by Carol Dekkers

As the lead author for the International Cost Estimating and Analysis Association (ICEAA)’s new Cost Estimating Body of Knowledge for Software (CEBOK-S) as well as a CSM (Certified Scrum Master) and former developer, Ms. Dekkers has insights into the role of software cost estimation that may not be apparent or valued by development teams, such as:
- Poor cost and schedule estimates can doom a project or initiative from the “get go”
- Cost and schedule estimates are elusive and challenging to cost estimators and development teams
- Communication between the two disciplines (cost estimating and development) can lead to far better outcomes
- What is the CEBOK-S and why should you care?
Carol Dekkers
Carol Dekkers is the president of Quality Plus Technologies, Inc. and has over 25 years of experience helping software organizations keep their promises to their clients (on-time and on-budget project delivery). From 2020-2021, Carol served as the lead author for the emerging ICEAA Software Cost Estimating Body of Knowledge (CEBoK-S).
Ms. Dekkers is also an author having written several software measurement textbooks (including: The IT Measurement Compendium: Estimating and Benchmarking Success with Functional Size Measurement; Program Management Toolkit for Software and Systems Development; Practical Software Project Estimation 3rd edition), as well as close to 100 peer-reviewed journal articles. She is a frequent presenter at industry conferences on topics ranging from software cost estimating, measurement, international standards, quality, and technical communication. Carol has been a contributing expert and project editor on behalf of the U.S. to the International Organization for Standardization (ISO) software and systems engineering standards since 1994. In February, Carol was recognized as one of Consulting Magazine’s Global Leaders in Consulting 2023 in the category of Excellence in Pro Bono. Ms. Dekkers is a past president of IFPUG, the current industry standards committee chair, and has held volunteer leadership positions with the American Society for Quality (ASQ) and the Project Management Institute (PMI).
